Moore's operating hypothesis is that a small group of strong performers can produce unusually high volume when four elements reinforce one another: the right marketing, the right processes, the right technology, and deliberate hiring. Marketing feeds enough work into the system; process and technology let each person handle more of it; selective hiring protects the production standard; and a flat structure keeps the organisation simple and agile. He therefore measures strength through output per loan officer rather than total headcount. The flywheel also makes hiring a fit decision: a normal production level can be respectable yet still be wrong for this particular model. Its constraint is system capacity—high-performing people cannot sustain exceptional throughput unless lead flow and operations support them.

In the wild
Moore says Loan Pronto was averaging about 11 loans per loan officer at the time of the interview. He attributes the model to marketing, process, technology, careful hiring, low-maintenance loan officers, and a strong operations staff rather than to headcount. He also recalls a peak of 650 loans with 16 loan officers, while acknowledging that rates and the market affect volume.
